Fishtown homes and their sewer lines
Fishtown’s older housing is mainly small 19th-century brick rowhomes built for workers in the river-ward industries. Over the past decade and more, many lots have been gut-renovated or replaced with new construction. So the block can mix a 120-year-old lateral next door to a new PVC connection.
New buildings that need a new sewer connection go through PWD’s pre-permit review before a Sewer Connection Permit and L&I Plumbing Permit are issued. Under PWD’s Sewer Connection Manual, old laterals that will no longer be used need a separate L&I Lateral Seal Permit so they are properly sealed.
Common sewer problems we hear about in Fishtown
- Original laterals reused during a gut rehab without ever being inspected
- Construction damage: neighboring excavation or heavy equipment cracking an older lateral
- Abandoned laterals from demolished houses that must be sealed
- Root and joint problems in old clay sections that remain upstream of newer pipe
What to know before you fix it
If you are buying or renovating, get a camera inspection before the new basement slab goes in. Replacing a lateral under a finished floor costs much more. Changing the lateral size counts as a new connection under PWD rules and needs pre-permit review, so tell your plumber about any planned additions or extra units.
The rules are the same citywide
In every Philadelphia neighborhood, the owner is responsible for the house drain, curb trap, lateral and the connection to the sewer. A licensed plumber must do the work, and PWD can issue a Notice of Defect with a deadline to fix it. Eligible owners can spread the cost over 60 months at zero interest with the HELP loan.
