West Philadelphia homes and their sewer lines
Much of West Philadelphia grew as a streetcar suburb in the late 1800s and early 1900s, when trolley lines let middle-class families live in new Victorian housing and commute downtown. Spruce Hill has notable Queen Anne houses from the 1880s. Cedar Park, developed mainly from the 1890s to the 1910s, put twins on the main streets and attached rows on the side streets.
Those twins often have a side yard or a deeper front yard, which can give a plumber more room than a South Philly rowhome. But the original laterals are well over a century old.
Common sewer problems we hear about in West Philadelphia
- Clay laterals with root-filled joints under large street trees
- Multi-unit conversions of big Victorian twins putting more flow through original pipe
- Porch and front-step structures sitting over the lateral path
- Heavy-rain backups in combined-sewer blocks
What to know before you fix it
Many large West Philly houses have been split into apartments. The HELP loan covers properties with four or fewer units that are residential or primarily residential, and the owner can rent them out. If you own a building with more units, plan to hire a plumber directly. Ask for camera video before replacing a line under a porch, because pipe bursting or lining may avoid taking the porch apart.
The rules are the same citywide
In every Philadelphia neighborhood, the owner is responsible for the house drain, curb trap, lateral and the connection to the sewer. A licensed plumber must do the work, and PWD can issue a Notice of Defect with a deadline to fix it. Eligible owners can spread the cost over 60 months at zero interest with the HELP loan.
